New York City Brownfield Incentive Grant (BIG) Program, Pre-Development Design Grant

Acceptability of the documentation demonstrating potential contamination at the site will be determined by the BIG Program Grant Administrator. Examples of acceptable documentation may include, but are not limited to, a Phase One Environmental Sites Assessment (ESA) report or other records of past site usage, records derived from historic fire insurance maps, or information from direct observation and testing at the site. Potential contamination at a site may include any hazardous substances on the property believed to have been released, or where there is a threat of release of any hazardous substances into structures on the property or into the ground, groundwater, or surface water of the property.
