he Horse Drawn Carriage Operator's Course is offered through the Department of Health and Mental Hygiene's Health Academy.  All New York City carriage horse owners, drivers, and operators must have basic knowledge of horse health care, emergency care of horses and the law that apply to them. Successful completion of this course is a requirement to obtain a Horse Drawn Carriage License. The course consists of a self-study manual, classroom videos, and both written and practical examinations.

The course is 12 hours in length, and is conducted over two days. There are video presentations and a written exam on the first day. There is a practical exam on the second day. The course is offered four times a year - in January, April, July, and October.

The information on this page is designed to explain how to meet the New York City Health Code requirements for safe carriage handling. It does not encompass other health-related aspects of driving a carriage in New York City, handling horses or animals, nor does it address other requirements.

All carriage drivers in New York City must have motor vehicle driver's license issued in the United States. Licenses will be checked on the first day of class.

Present a government issued photo ID to the Health Academy before beginning the course
Attend all sessions of the class and take the final examination. Upon successful completion of the exam, you will be issued a Certificate.
If you fail the course's final examination you must re-register, pay an additional fee and take the course again.
Professional carriage horse drivers must abide by the laws and regulations for caring for and managing working horses in New York City. Visit the NYC Health Department's Horses Working in NYC web page for guidance.
Taking the Horse Drawn Carriage Operator's Course and successfully completing the exam does not satisfy all of the regulatory requirements of other City and State Agencies. It is the business owner's responsibility to apply for all other permits, licenses, and authorizations required by other City and State Agencies. Failure to comply with all relevant regulations, including those under the jurisdiction of other Agencies, may result in the suspension of DOHMH permits until proof of compliance is provided.

Select Health Academy Training Courses and click on Continue.
Register as a user.
Select the Carriage Handling Course, then select the date and time of the session you wish to attend.
Pay using a credit card, debit card or electronic check (echeck).
